I want the definition of what it means if jay Nixon signs the charter bill. <br />

There are requirements for charter schools to include percentages of high risk students. I suspect the definition is being modified to accommodate the needs of the charters to cherry pick the students they want, to get the highest ratings at the lowest cost. I might be a bit cynical about this subject. But I read the bill...I am probably better informed than most legislators. It is a very lonely feeling...I might have to repost this at mckernans where I get multiple replies in the form of really....clever.....gifs.</div>

The path of annularity, where the sun will appear to be a "ring of fire," stretches from China and Japan to the middle of North America:</SPAN><br />

An <a href="http://shadowandsubstance.com/" target="_blank">animated eclipse map</SPAN></a> prepared by Larry Koehn of ShadowandSubstance.com shows the best times to look. In the United States, the eclipse begins at 5:30 pm PDT and lasts for two hours. Around 6:30 pm PDT, the afternoon sun will become a luminous ring in places such as Medford, Oregon; Chico, California; Reno, Nevada; St. George, Utah; Albuquerque, New Mexico, and Lubbock, Texas. Outside the narrow center line, the eclipse will be partial. Observers almost everywhere west of the Mississippi will see a crescent-shaped sun as the Moon passes by off-center. </SPAN><br />

Because this is not a total eclipse, some portion of the sun will always be exposed. Outfielder-first baseman Allen Craig will land on the disabled list due to a left hamstring strain suffered during Wednesday night's win against the San Francisco Giants.<br />

And reliever Kyle McClellan may be lost for a far longer period after leaving Thursday's seventh inning with right elbow pain.<br />
<br />
Though Craig insisted before the Cardinals' 7-5 loss Thursday that he expected his condition to be resolved after a day or two of rest, the Cardinals decided to send him back to St. Louis following an examination by team orthopedic Dr. Lyndon Gross. If Craig returns to the disabled list, it will mean the Cardinals will have had him, Beltran and first baseman Lance Berkman together on their active roster for only five days through May. Craig opened the season on the disabled list following November surgery to repair a knee fracture.<br />

			<content:encoded><![CDATA[<div><b>Curt Schilling’s 38 Studios Can’t Pay Employees, Bounced A Check To The State</b><br /><br />  							 			 			 												We've been following the sad saga of 38 Studios, Curt  Schilling's video company that moved to Rhode Island after receiving a  whopping loan from the state. Well, things haven't gone well. They  haven't employed the number of people they promised. Their big game  isn't close to being on schedule. The state is afraid they might go  under, and <a href="http://deadspin.com/5910569/" target="_blank">leave taxpayers on the hook for more than $100 million.</a> Schilling <a href="http://deadspin.com/5910878/" target="_blank">pleaded for a bailout.</a><br />
 Three things happened today. A spokesman for the RI Economic  Development Council said 38 Studios was unable to make payroll this  week, stiffing the few workers whose jobs they did create. Then they  delivered a $1.125 million check to the state, an overdue payment as  mandated by their loan. Then, shortly after, the state returned the  check. <a href="http://www.wpri.com/dpp/news/politics/local_politics/38-studios-pays-edc-not-employees" target="_blank">It had bounced.</a> 38 Studios doesn't have enough money.<br />
 Earlier this week, 38 Studios and state officials had discussed the  possibility of additional tax credits to get the company back on its  feet. That's probably not enough. It doesn't help to owe less when you  have nothing to pay in the first place. Without another, major loan (aka  good money after bad), 38 Studios is done.<br />

Why..did...you...omit...th<wbr>is...part....of...the .....charter......bill?  Accredited schools, anywhere in the state, will have the right to establish charter schools through their school boards. They included a helpful to charter schools caveate...no more than thirty-five percent of the students? Making the cherry picking aspect easier. Yes...kipp has done a good job with 270 of the 34,000 students. Gateway math and science does well, too....I do not know if what I read is true...that they are one of the gulen Turkish managed, extraordinarily profitable schools featured on 60 minutes. The danger to public schools is not the thieves from imagine....it is from the ones which work well, thanks to being allowed to stack the deck.<br />

Thaman is sleazy, mealy mouthed character, who is actually using imagine as a marketing tool. If they do badly, make them go away. (they do get to keep an enormous amount of money, but so what? The nine member board...appointed after being vetted by big shots with absolutely zero input from teachers is a joke that will quickly be bought and owned by sinquefield. I am not surprised, considering the source of this editorial with roots going back to paying roberti, and...when the hand picked board members lost elections to parent candidates...the right of st. Louis to elect board members was taken away. This scenario will be played out all over the state in one variation or another the next few years. This editorial board has been and remains extraordinarily dishonest about education issues.</div>
